Years of Relevant Experience:
The position requires 5+ years of experience in software estimation and cost analysis. Specific experience with the Federal Aviation Administration (FAA), Department of Defense, or other federal agency is desired. A Master Degree or PhD may count for additional years of experience.
Individual will perform a wide variety of software estimation and cost analyses to include software size and effort, schedule estimation, forecasting, requirements analysis, function point analysis, economic, and other analyses for the Federal Aviation Administration (FAA) and other potential clients in support of software intensive, mission-critical systems acquisition activities. Individuals must be able to perform financial and economic analyses on software and systems engineering documentation and artifacts (e.g. Systems Specifications Document, Software System Specifications, etc.).
Duties include software life cycle schedule and cost estimation and analysis, function point analysis, requirements analysis, Function Point and SLOC-based software project estimation as well as other related tasks as required. The position will also support process and policy improvement for systems acquisition practices related to the software development life cycle. Will be required to contribute effectively to working groups through oral and written communication and foster cooperative working relationships.
Bachelor’s degree required
- Federal Government software estimation, specifically related to large systems acquisition
- Familiarity with Capability Maturity Model integration (CMMi)
- Familiarity with other software sizing methodologies such as Labor hours, Staff months, Software Lines of Code (SLOC), Cosmic Function Points, Use Case Points, and Early and Quick Function Points
- Certified Function Point Specialist (CFPS) or Certified Function Point Practitioner (CFPP) or ability to achieve certification within 6 months of hire
Professional Cost Estimator/Analyst (PCEA) Designation or Certified Cost Estimator/Analyst (CCEA) Designation from International Cost Estimating and Analysis Association (ICEAA) is a plus
Travel: Must be available for occasional travel. (less than 5%)
Security Requirement: Must be a US citizen or a legal resident for three of the past five years.
Must meet eligibility requirements for a US Public Trust security clearance.
